Cyril Oberlander is Director of Interlibrary Services at the University
of Virginia Library. Interlibrary Services consists of five units;
ILL borrowing, Instructional Scanning Services, Ivy shelving facility,
Lending/Retrieval, and LEO (faculty departmental document delivery
services). Prior to moving to Charlottesville, Virginia, Cyril was
the Head of Interlibrary Loan at Portland State University from 1996-2005,
and had extensive experience in Access Services before that. His research
interests include: organizational development, mobile technology,
information visualization, learning environments & knowledge systems,
and workflow design.

Abstract
As we retool our resource sharing techniques, the transformation
of Libraries awaits new cooperative frameworks. The handling of service
requests by Interlibrary Loan and document delivery provides the cooperative
infrastructure for testing new ideas and coordinating others. This
presentation focuses on strategies for transforming service requests
into such a strategic service framework for libraries, and examines
how various units and workflow can align to meet the rising expectations
of users:
- Just-in-Time Acquisitions or Purchase on Demand ILL
- Digitize on Demand or Digital ILL or Alternate Text Production
- Electronic Resources Awareness; ERM, Digital Rights, Pay per
View, Free or Fee, etc.
- Adding delivery and service options; Direct Delivery, delivering
to homes, departments, color scans, etc.
- Working to scale globally with emergent technology; mobile technology,
social networking, VoIP, Web Services, etc.
Lastly, the greatest strategy for an effective organization is training
and staff development, this presentation concludes with best practices
and resources for developing and exciting staff alongside the rapid
changes in the years ahead.
